NFIB Vice President Federal Government Relations


Kevin Kuhlman leads the NFIB Federal Government Relations team, guiding policy and directing the organizations advocacy efforts.  He and his team work directly with Senators, Representatives, and the Administration to ensure NFIB members’ voices are heard as they craft legislation and policies.  In addition to federal policy, Kevin works closely with the grassroots, research, political, and state government relations teams, addresses federal and state small business events, and serves as a media spokesperson on a number of policy areas.

He has represented NFIB members in the middle of some of the biggest small business battles in Washington, including the historic 2017 tax cut legislation that created the Small Business Deduction; the implementation, revisions, and repeal efforts of Obamacare; making permanent the section 179 small business expensing deduction; the preservation and expansion of flexible and affordable health insurance options; and most recently, NFIB’s strategy on COVID-19 related legislation.

Kevin’s issue specialty is healthcare and health insurance, and he is recognized as one of the leading healthcare experts in Washington.  He is frequently called upon to provide perspective on small business healthcare policy by the media, the business community, and at legislative hearings.

Before joining NFIB in 2011, Kevin handled healthcare, labor, education, and small business issues for Congressman Peter Roskam from Illinois.  He started his career on Capitol Hill in 2006 as a research staff member for the Committee on Ways and Means.
